In historical consciousness, the Dutch East India Company (Vereenigde Oostindische Compagnie, VOC) has come to represent both the pride and the shame of the maritime reign of the Netherlands in the 17th century. The VOC is credited as the first multinational corporation in the world, and it was the first company to issue stocks. Sailing the seas from Spitsbergen to Cape Horn and into the Pacific, the VOC set up global trade networks, accumulated exorbitant wealth, and contributed to an era of Dutch economic and cultural prosperity, the remnants of which can still be admired in cities like Amsterdam. The company known as the symbol of the Dutch Golden Age also came to represent the dark sides of Dutch economic expansion. The VOC did not hesitate to use ugly and socially upsetting tactics, such as war, enslavement, torture and mass murder, to accomplish its objectives. The Dutch East India Company therefore symbolizes the potentials of organized human action to initiate activities that are tremendously successful yet, at the same time, utterly upsetting.

The European Conference on e-Government (ECEG) has become, over the years, the premier place for critically discussing the latest research in matters of electronic government and electronic governance more generally. I am very pleased to host the 8th Annual ECEG Conference at EPFL (Ecole Polytechnique Fédérale, Lausanne or Swiss Federal institute of Technology) in July 2008, and to contribute to furthering our knowledge in this rapidly evolving field.

Even though less than 40 years old, EPFL is now, as you may know, ranked among the world’s top 30 Universities, leading, among others, in the areas of information and communications. You may also already know EPFL for its global executive master in electronic governance (e-gov). It is a research heavy institution with approximately 6500 students and 20% of them pursuing a PhD. EPFL also has a very nice campus located just outside of Lausanne on lake Geneva with a magnificent view on the Swiss and French alps. Participants to our conference may want to add a day or two for tourism. Lausanne is connected to Geneva airport by a short train ride of 40 minutes, and Geneva airport is one of Europe’s most prominent low cost destinations.

13th International Planning History Society Conference

The 2008 IPHS conference coincides with commemoration of the 100th anniversary of the creation of the Burnham and Bennett Plan of Chicago, one of the major landmarks in modern planning history. This was a privately produced plan ultimately adopted as public policy. The interplay between the private interests of business, individuals and non-governmental organisations versus the more public interests of the state evident in the Plan of Chicago has been an enduring theme in the history of planning. The relationship has changed dramatically over time. In the pre-modern era, public planning affected only a fraction of the built environment. The 20th century saw a vast expansion in the practice of public planning in almost all democratic societies. There has latterly been a major reaction against purely public planning and a rehabilitation of the idea of more private planning, often in the form of privatization, expanded use of market mechanisms, and public-private partnerships. The 2008 IPHS conference will seek to shed light on this creative tension within planning history.
