As many actors at different levels are involved in the policy-making, new question are raised. Increasingly, the effects of migration on developing and transition countries are taken into account. There are different viewpoints as to whether migration is a problem or a solution for developing countries. The debate on development aspects of migration will highlight under which circumstances sending countries suffer from the outflow of human capital and under which circumstances the benefits of migration enhance the development process. One of the issues raised in the Advanced Academic Update is what the development impact of remittances is.
