Highlights: Consensus on applicable criteria to valuate environmental damage in regulatory decision-making is presently lacking. The impacts of genetically modified crops on biodiversity are used to analyse current challenges in regulatory decision-making. Given that damage can not be defined purely scientifically, our interdisciplinary workshop combines both an ecological and an ethical evaluation of environmental impacts with the aim to compile a guidance document for regulatory authorities.
